Access to run the Create accounting Process in Draft Mode

Payroll Manager has to validate the accounting entries created post payroll run to avoid any accouting rules at the end which is available as functionality to run the create accounting process in Draft mode. However when i am attaching the Payroll Manager job role with view all security profiles , scheduled process option is not appearing for them.I referred the white paper "https://support.oracle.com/epmos/main/downloadattachmentprocessor?attachid=1918574.1:2&action=inline" and page number 23.

Not able to find out the path to generate the data roles for running the Create Accounting Process from payroll manager login. After clicking on Manage Duties > it is not taking me to "opens the Authorization Management page of the Oracle Entitlements Server Authorization Policy Manager console" rather it is opening the "Security Console home page". There is no option available there to find "Global Payroll Template for Payroll Security".
