Manager access to centrally managed compensation change statements

I'm looking for more information on where managers can access the compensation change statements generated for their employees (generated by the centrally managed batch process).

Here is what is clear from the documentation (and testing):

- Employees can find the statements under Me - Compensation - Workforce Compensation header

- Admins can find the letters through Administer Workers.

 

What seems to be missing from the documentation (and this forum), is any explicit statement on where the managers can find the statements. So here is my question:

Is it true that the only way managers can view these statements is by going through the Communications type tab? I was expecting to be able to see the statements through My Team - Compensation.
