Candidate answers changed on submission when answered on another submission

Is it expected that the candidate answers to prescreening questions are changed when the candidate answer the same question on another submission?
In Oracle's knowledge base document it says it's expected but it does not seem logical when a candidate applies for more than 1 job to an organisation at a time and when recruiters review the application form. In a large corporation there might be very similar job title under different teams open at a time, and candidate applies for both jobs and submit a different answer in each submission. Is it something on Oracle's roadmap / Fluid UX that will change this or how do other customers overcome this?
