Attachment page tab of the candidate file looks different as Prospect and as Applicant

As a recruiter point of view, I notice that the Attachment tab of a prospect candidate displays one section only which is the Supporting Document section. When the prospect becomes an Applicant, the Attachment tab now displays 2 sections which is the Supporting Document section and the Internal Document section.  Is this expected behavior?

As an recruiting agent point of view, the candidate file attachment tab, does not display the Internal Document section also

Is it possible for the internal document section to be displayed for a prospect candidate?
