Creating a role for Learning Instrctors

Hello,

we would like to create a role especially for instructors in Learning.

The role should have the privilige - for learning items he leads as an instructor - to see a list of all registered learners and their status.

How can such a role for instructors be built?
Or can the instructor get these Information in another way?
