Notification for Withdrawn goal approval requests?

Summary

Would like to send a notification to manager when an employee withdraws a goal approval request.

In testing we see that the notification card in "Things to Finish" as well as the Worklist item eventually disappear after an employee withdraws a goal approval. However, if the manager happens to attempt approving before these items disappear, they receive an error from the card but the worklist item does display a "Withdrawn" message.

There does not appear to be any FYI email notifications to the manager.  Is this possible? Currently the manager only sees the original approval email - until the worker resubmits, at which time they receive a second request for approval email.
