Performance Ratings Loaded Via HDL Don't Appear to Employees

We are seeing an issue where when a rating is loaded via HDL does not appear under Talent Ratings > Performance Rating section. However, the rating appears for Manager and HR. Have anyone seen this issue and were able to find out the root cause? Thank you!
