We're trying to improve decentralized access to our procurement catalogs, but are balancing against concerns we have by allowing too many people to create and submit requisitions. In some procurement systems, there is a concept of a 'shopper' or 'window shopper' user - a person who has access to self-service procurement, and can browse hosted or punch-out catalogs, and even build a draft requisition, but cannot submit to workflow. To proceed, they'll need to communicate their needs to an authorized requester, or reassign a draft requisition to someone who can review the accounting and project related details, shipping location(s), justifications
