ERP HCMDataLoader - Access denied

Trying to create new integration with ERP adapter and HCMDataloader but getting access denied.

Hi, I am trying to create new integration with ERP adapter and Service: HCMDataloader with ImportandLoadData but getting access denied.

Below is the integration error log,

OSB-380001: Fault received on invocation of target :https://xxxxxx.oraclecloud.com:443/hcmService/HCMDataLoader <![ Fault String : access denied ("oracle.wsm.security.WSFunctionPermission" "http://xmlns.oracle.com/apps/hcm/common/dataLoader/core/dataLoaderIntegrationService/HCMDataLoader#importAndLoadData&quot; "invoke")

I also tried to create a SOAP connection with HCM WSDL :
http://****.oraclecloud.com/hcmCommonDataLoader/HCMDataLoader?WSDL 

using my credentials and got the error as 401 Unauthorized
