Terminated Users Remain in "Internal" Status in Taleo

When external candidates are hired into Taleo their status updates to internal. If terminated said users' status in Taleo remains internal....

When external candidates are hired into Taleo their status updates to internal.  If terminated, said users' status in Taleo remains internal....An issue arises for us when a terminated user applies, externally, again and is re-hired.  His status in Taleo remains internal.  

Does anyone have this issue?  If so, how are you handling it?  Do you consider this to be an issue?
