Cannot edit Skills and Qualifications sections

Hi All,

      I'm trying to follow the NUX Skills and Qualifications: How-to create instructions to all content sections, attached below.  I'm getting stuck very early on, though, as on page 3 of the instructions, when I enter Sandbox mode and go to the Skills and Qualifications page, any section that I click on (Competencies, Education, Employment History, etc.), every line of code is not editable, so I cannot enter a dummy value.  Has anyone else encountered this?  Can the process still be run without this step, or is there a Setup method to make the sections editable?  Any insight would
