Can Change Salary transaction start date be changed by 3rd or 4th level approver?

Hi Experts,

We have setup a custom workflow where Change Salary transaction goes through multiple levels of approval. 

When it reaches a HR Admin (3rd level) we are looking for an option to be able to edit the start date of transaction. Currently it is not allowing us to edit the start date. Screenshot attached for reference with the field highlighted. 

Note: Currently the start date is not editable for us at any level of approval. 

Is this possible? Please do provide your inputs on this scenario.
