Recruiting types and use of tag when creating

How to use tag or something else to define visibility of Recruiting types?

We want to create a new Recruiting type as one of our Locations (Countries) needs another Candidate Selection Process.

I thought I would be able to add the Country information as a Tag of the Recruiting type and that would make the type visible only for this country when creating a Job Requisition. But I cannot make it work:-(      

Have any of you tried to somehow contextualise the recruiting type, so not all value are visible for all users?
