Emergency Purchase Order Created from PR is getting submitted automatically. Is this standard behavior?

Earlier whenever we used to tick the "Emergency Purchase Order Required" Checkbox, it used to give us a PO number and that PO number was in an incomplete stage. The buyer has to manually submit the PO.

But now the emergency PO is automatically getting submitted for approval after the PR is approved.

Can someone confirm the standard functionality or any setup part which I am missing?
