Oxxxx assignments being created by Recruiting Cloud when transfering, but these do not close if there's a transfer error

Hello All,

Since go live, our live and development environments have been plagued with a "not enough headcount/fte error" when we have tried to complete certain actions on certain positions.

On the front end, the positions have seemed to have enough vacant headcount and FTE, and to counter this, we have enabled overlap and increased both the headcount and FTE on the position to be able to complete our action, or to move someone into the role. Reverting these back to Overlap Off, and reducing the Headcount/FTE back to it's original value.
