Sales Orders Created through Web Services Behavior

Hi,

Regarding Sales Orders Creation through WS, the lines are being automatically overridden, hence, we are not able to update all the lines from the header values.
Scenario:
UI Created Order:

Changing Shipping Instructions (Header Level) Changes all the lines "Shipping Instructions" Values
Same for Warehouse, FOB, Requested Date, etc....

WS Created Order:

Changing Shipping Instructions (Header Level) DOES NOT Change the lines "Shipping Instructions" Values.
Same for Warehouse, FOB, Requested Date, etc....

Can anyone explain this behavior?
