Referral type choices

Hey everyone. We are looking to start using Taleo's referral system, but the team is having a round and round discussion about which of the three types of referrals to use. Either 1) Candidate ownership 2) submission ownership or 3) basically a combo of both.

Can anyone who is using it tell me which one they are using and why? Any downsides or challenges to it, especially regarding employees understanding how the program works?
