I´m trying to create a report to list all job requisition that are in a phase before been publish or open to publish. But whe I add Phase field from phase history, data came filtered.

Hi all, I need a help to understand and pass this point:
I´m trying to create a report using OTBI, to list all job requisition of ORC module, that are in all phases before publish or open to publish. But when I add "Phase" field from "phase history" section, this field filter all job requisitions and only display in the list the Job requisition that are open and posted.
