From what I'm reading in the Talent Review user guide, the Grant Access feature that is available to Reviewers allows them to name a different manager under them in their organization to complete the review content for employees who report to them (the manager).  I interpreted that to mean that the review population might include employees who are many levels down from the Reviewer, and for whom the Reviewer might not have the best familiarity to rate the employees.  So granting access to the employee's own manager would result in a more accurate assessment.
