Is there an option to force Goal Plan Eligibility?

In the past we have had a few situations where we had to force Performance Document eligibility for select individuals that no longer met eligibility criteria - see sample screenshot.

We now have a similar requirement for Goal Plans at the beginning of the cycle.  We excluded one of our legal entities from eligibility this year, however there are a handful of individuals that roll up to this legal entity that will be participating.

Does anyone know if it is possible to manually force eligibility to Goal Plans f
