Getting message "Application Express is being upgraded to a newer version" in ATP ADB Always Free with Apex for more than a week.

Hi there,

I am using ATP DB Cloud "Always Free" with APEX. I am getting error "Application Express is being upgraded to a newer version. Changes to applications are disabled until the upgrade has finished. Contact your application administrator." from last more than a week now. Initially I thought upgrade is in progress but same message is there for more than a week. Can anybody please help me in resolving this issue.
