Talent Profile - Required Proficiency Level not getting defaulted

We have setup custom content section based on Competencies template to track Behavioral Competencies. We are also using the same competencies section as Model Profile to define the required proficiency levels against Positions.

All looks good, and required Proficiency Levels for employees show up correctly based on their Position in Performance Documents. However, when trying to add the same competency through ‘Skills and Qualifications’ screen, ‘Required Proficiency Level’ is not getting defaulted.

Not sure what setup are we missing. Any pointers?
