Terminated boot volume still consuming resources

Summary

I've backed up a boot volume and terminated the boot volume but it won't let me restore it

When I try to restore it I get an error saying You have reached the limit for this Always Free resource.

It still shows the terminated boot device, which I think is consuming my allocation of 100GB.

I just want to restore the backup over the current version. It is detached from the instance and shows as terminated.
