Purchase Requester define their favourite charge accounts in the 'Edit Requisition Preferences' page in Self-Service Procurement.

My requirement is to generate a report which will display the list of favorite charge accounts set by each requester. 

Is there any existing report that exists? If yes, please guide me on that report.

If not, is it possible to generate this report using OTBI? If yes, then guide me on how to develop that report.
