Create electable choice for plan not in programs

We have a requirement where there are set of plans and Benefit Admin will select the required plans for the employee. There are about 30 plans and benefit admin will select only the required plans for the employee (24 out of 30 )and those plans should not be under a program. The plans should be visible at ESS as not in a program. Can we setup like this way if we create plans not in program with electable choices ?
