“Deferred Recoverable Tax at Invoice” Event is not exist to Accounting Method “Standard Accrual with Encumbrance”

Business would like implement Encumbrance and Tax in the application. Defines G-VAT and S-VAT (S-VAT) should be generated at payment so Deferred at Invoice level. 

If I assign Accounting method “Standard Accrual with Encumbrance” and tax entries are not generating due to “Deferred Recoverable Tax at Invoice” Event is not exist to this method. If I assign "Standard Accrual" method and generating Deferred Tax entries at invoice level for S-VAT and don't see any issue.

I would like to check why event “Deferred Recoverable Tax at Invoice” not assigned to Accounting Method "Standard Accrual with Encumbrance” , any business significance behind that.
