How to associate a Salary Differential Profile with a Grade Step Progression Ladder and not just a Grade Rate.

Please see attached document.  I am using Compensation Zones to define a Salary Differential Profile by State.  When defining my Salary Basis with the Differential Profile it only applies to a grade rate that contains a Min/Max Range.  I want to apply the differential to a Grade Step Progression Ladder, how can I accomplish this ?  For example HR Tech Grade 1 Step II is $20 in OH but that same Grade Step is $30 in NY.
