Unable to Sign Up Cloud Free Tier Account

Im trying to create cloud free tier accound for self learning and explore new feature in oracle cloud. 

But i faced issue on sign up account during processsing payment page. After key in a valid credit card number and details, click on "Complete Sign-Up", the error message appeared as "We're unable to process your transaction. If you continue to encounter the error, you may contact Oracle Customer Service." . 

I have check with the bank, they confirm the transaction have been pass through and merchant side decline it. 

Also contacted the cloud support team, they have no reply anything after few days.
