How to restrict the learning records for Learning specialist only for few Learning items.

we have a requirement to restrict the Learning records pertaining to few learning items on Learners tab.

But Learning specialist should be able see all learning item on offering/courses/specializtion tabs. 

We tried by using person security profile but it dont restrict Learning records by few learning items.

We also tried the SQL predicates for "Learning Item for Table WLF_LEARNING_ITEMS_F" &  "Learning Assignments" data base resources.

is it possible to achieve in existing security possibilites?
