Talent Notifications - Goal Management

We are looking to see if the functionality exists to trigger a notification/email to a manager if an employee adds a new goal or deletes a goal from their goal plan. 

In reviewing the Talent Notifications for Goal Management, we are only seeing notifications available if 'HR deletes a goal', for example, and no notifications pertaining to if an employee initiates the deletion of a goal or the addition of a new goal on their plan.

We have played around with turning off the bypass approvals for 'Approve Performance Goal' and have tested notifications for when an employee deletes or adds a goal.  We are looking to avoid asking the manager to take action within the system to approve/reject these updates, we are simply looking for a notification/email to be generated to the manager.
