Report for Goal Entry Completion Audit

After searching customer connect I was unable to locate a solution although the closest post I found was https://cloudcustomerconnect.oracle.com/posts/d56a9233c4.

I'm fairly new to OTBI reporting so did my best to follow and feel as though I am close but missing something as the report is only pulling in those who have entered 2020 Goals (XML attached) however also need to factor in those employees who have not yet entered goals for the current performance year.

Ideally would need to add criteria to only pull in employees that meet the Goal Plan eligibility criteria and were assigned 2020 goal plans.  If not possible, at a minimum would need all active workers and away to differentiate which have entered goals and which have not to calculate a percent completed.
