Not able to download Payslips in Test environment

We are unable to download a payslip from employee view and HR view in Test environment when the payslips were initially created in Production

We have recently noticed that payslips that were created in Production and then a copy of production was performed on a Test environment that payslips in the Test environment are not able to be downloaded.  If they are created directly in Test, they are visible, but any created initially in Production are no longer visible.  Is this a new measure that has been put in place?  We are finding this frustrating when we are testing for any issues as we like to refer to the previous payslips.  We don't want to go back and forth between Production and Test environment
