Free tier database keeps stopping

Half the time I log in to find the free tier ATP instance in a stopped state


Database shuts down while in use, and must be manually restarted. 

Here is what it looks like from my datalogger:

2020-03-19 10:00:07,256 ERROR __main__ ORA-03113: end-of-file on communication channel

In addition to the persistent connection from the data logger, I also have a couple of new connections every minute that retrieve the latest updates to my data. 

The activity graphs agree that the database was in fact shut down on March 19th around 10:00, a few minutes after the last commit.
