19D Find Candidates - no results with searches

I cannot get any results with searches using Find Candidates in 19D

I cannot get any results with searches using Find Candidates in 19D - seems like there is some background attribute that is preventing results.

I receive a warning popup on every search I have tried "You must specify the requisition for which you want to archive search criteria and results". I don't want to archive anything, just want to view new candidates...   Can anyone point me to documentation on this function so I can try to adjust the configuration? 

Or is this functionality still not working as expected in 19D?
