Unable to create a job offer

Hello,

a candidate apply to a job requisition and i'm not able from the action menu of the candidate to create the job offer.

Even if i have a candidate in the status "offer-draft" i can't see any action related to it. In detail i don't have the action menu "create-edit job offer" and the tab job offer in the overview page of the candidate.

The account that i'm using has the recruiter, administrative recruiter and hiring manager role.
