Unrestricted Life Events - end dating differently depending on election

Need to end date a $0 deduction on a different date than any other amount deduction

If an employee makes an election in the unrestricted life event, the effective date is first of next quarter. 

However, if the employee's election is $0, we want that election to be effective right away, and not the first of next quarter. 

Is it possible to create a coverage begin date formula that calls out the election made, and ties a specific end date code to that election made??
