We want not to trigger approval by manager when goal status is changed to 'Inprogress' status by employee. Following rule is set  to avoid approval going when status changed to 'Inprogress'. But it is not working.

((transactionApprovalRequest.attribute25 == "Y") AND (Performance Goals != null) AND  ((Performance Goals.Goal Deleted Flag == "Y") OR ((Performance Goals.Legacy Key Attribute Updated == "Y") OR ((Performance Goals.Status Code == "CANCEL") OR ((Performance Goals.Status Code == "COMPLETED") OR (Performance Goals.Status Code != "IN_PROGRESS")))))))

Anyone have idea or came across similar requirement ?
