Sharing a previously approved goal is requiring approval.  How can this be prevented using the approval ruleset?

The goal has already been approved by employee's manager and if/when the receiving employee adds it their goal plan, they will be required to submit for approval by their respective manager.

Following are our current approval rule settings.  We've attempted with and without the SHARE_CREATED_FLAG attribute in our conditions but have been unable to successfully prevent the requirement of approval when simply sharing a goal.  Would greatly appreciate any suggestions or guidance to resolve.
