Recruiter security see only internal candidate or see only external candidate

Hello,

I would like to create two types of recruiter:
- One recruiter has only access to internal candidate
-One recruieter has only access to external candidate

Below the step I tried to create this:
- Create a person security profile Internal candidate and a person security profile External candidate in Person security profile
- Create the data role Recruiter internal candidate with the security profile specify previously in Manage data Role and security profile
- I create a user with only this new data role

Result: the user can see external candidate and internal candidate. The expectation was to see only internal candidate.
