Tax only invoice is not working

The client needs to pay the GST only invoice of $10000.These invoices will be 100% GST invoice and not linked to any purchase.How payables can handle the GST invoice entry?

We are getting the below error. Is this because there is no non recoverable tax setup?

Error: AP_NO_NON_REC_ACC (AP-810595)
