I'm trying to create a credit memo for a specific transaction and to credit the tax line only

I currently have 2 lines in my FBDI spreadsheet, a dummy line with 0 amount and a tax line with -1165.69 but when I import the spreadsheet only the line of type line is being generated and the tax line in the credit memo is 0 but I have the tax line linked to the transaction line
