Workforce compensation plan - restrict manager access to direct reports only

Managers should only be able to submit applications for direct reports (1 level)

We have the requirement to only grant managers access to the first level of direct reports when allocating compensation in a workforce comp plan. Any idea how we can achieve this? HR should still be able to access all workers in the worksheet and be able to update (they proxy the CEO to do this)
