I need to display a custom message or an alert message for a compensation item in Total Compensation statement (online/printable versions)

This is similar to Zero or No Value Behavior display at comp item level in comp categories. This appears when last option is selected - Always display the row which further allows to create an alert message.

However, in my case, the first option i.e. Do not display row when no values exist or values are zeroes is selected and hence I am unable to create an alert message for the same.
