unable to login to oracle cloud Infraestructure console

Summary

I'm not able to login to Oracle Cloud Infraestructure Console

Content

I'm tryng to login using the url

https://console.us-phoenix-1.oraclecloud.com/?tenant=XXXXXXX&provider=OracleIdentityCloudService

and I'm, getting as response:

  "code" : "NotAuthenticated",
  "message" : "The required information to complete authentication was not provided or was incorrect."
}

tested  in chrome,firefox and IE.

it's not a password issue because if I enter a wrong password, I get the "wrong password message" in the same login screen (not the ugly text message)

any advice will be appreciate very much
