We have defined tobacco and Non-Tobacco rates in benefits. If benefits admin flags them in system prior to enrollment, the rates are picked up properly.   During open enrollment it is always a challenge.

a) How is process of tagging an employee as Tobacco user or non-tobacco user  is managed prior to Open enrollment

b) How  is it managed during Open enrollment?
