Job Filter when adding Review Population to a Talent Review Meeting is not working. Screen shots attached.

We are trying to search active jobs with Active Employees using Job Filter when adding Talent Review Population using "Add by Criteria". The filter is not returning all jobs that satisfy the criteria we are entering.
