Value set/DFF

Hi experts

i have 2 questions on creating value sets/DFF

1. Is there any documentation on how to create dependent value set or can someone share how to do it?  we have 2 DFFs , the combination of the 2 forms a unique value.
   • E.g if i select category 1 from a drop down list let's say ABC
   •                       Category 2 should only show specific values 
2.  i have 2 fields where % is saved- is it possible to check that the sum of 2DFFs form 100% in total i.e i should not enter 50 & 80 for instance
