We have done the following verification:

1. Make sure Approval Unit is in Sync.

2. Login as Service Administrator who is the Application Owner

3. The period is Open.

4. Try to exclude the approval in P13 which is the last Period but face the same error.

5. Try to click Change Status but error prompt.  We cannot change the status to Originate.
