Today, we allow employees to make changes to HSA , changes to Beneficiary at any point of time in the year. When an employee adds a new born, the life event(QLE) gets triggered and the benefits ADMIN team  will process this life event(Change to started status), so that employee can make change to elections. Once employee completes the election they, submit the elections and system closes the life event. The is no option for benefits admin team to review the change and approve it before the QLE is closed. 

Benefits team would like employee to start enrollments once they QLE is triggered . Once the employee submits the transaction, the benefits admin team will review and approve the transaction.
