I am testing 20B changes and have stumbled upon an issue.  I created a requisition and tied it to an agreement.  When the requisition is turned into a PO through the document builder and is submitted for approval, the Purchasing Manager opens the approval notification first.  On the notification screen, the purchasing manager can see the attachments that came over from the requisition and the attachments that were added to the PO by the buyer but the Purchasing Manager cannot see the attachments from the agreement.  When the purchasing manager clicks into the PO, he can see all of the attachments, including
